Rent, Housing and Maintenance Complaints

Do you have a question about rent control or rent stabilization, heat, hot water, or any other housing problem concerning maintenance?

Central Complaints Bureau
If you have no heat or hot water, or any other housing problem concerning maintenance or rent, call HPD's Central Complaints Bureau. Be prepared to give the HPD operator the name, address and phone number of you and your landlord, as well as the nature of the complaint.

New York State Division of Housing and Community Renewal, Office of Rent Administration

This agency administers the states rent control and stabilization laws. For the best information, call the district office nearest you. Staff can answer many of your questions.

Rent Guidelines Board
Do you live in a rent stabilized apartment? If you do, maximum increases in your rent are set by the New York City Rent Guidelines Board. The RGB provides general information on rent stabilization and the current allowable rent increases. The RGB can also provide information on other housing topics and/or refer you to the appropriate housing agency.
