Licenses
and Regulations
Frustrated with the furniture store that promised that your new
sofa would arrive last month? Angry at the electronics salesman
who baited you with a phony low price for a no-frills model and
switched you to a much fancier, much more expensive model? Furious
at the home improvement contractor who skipped town after pulling
out all the plumbing but before replacing any of it?
If you want to complain
about anything from tow truck companies to gas stations to pin
ball machines, call 311. To file a complaint, you must fill out
a form and send in documentation of the case.
The hotline operator
will send you the form and explain how to file the report. (The
form is also available on DCA's web
site.) All reports must be filed by mail or in person at a
DCA office. If you are checking on the status of a complaint by
phone, make sure that you have the complaint number ready.
The Department of Consumer
Affairs licenses more than 70 different categories of businesses
-- including home improvement contractors, laundries, tow truck
operators, employment agencies and electronic stores. Call to
find out whether you need a license and how to apply. DCA can
also tell you if the company you are doing business with is licensed.
The City hauls only residential refuse. All private businesses
must arrange for and pay for their garbage to be carted away.
Call 311 to find out
what services are available.

DCA guides offer technical assistance for some businesses: "Do
I Need a Consumer Affairs Business License" and "Business
Handbook for Home Improvement Contractor and Salesperson Licenses."
Call 311.

Do you dream of being the maitre d' at your own restaurant? The
Department of Health must review your plans and equipment. Call
the New York City Licensing Center for a food establishment permit

service establishment.
