The Home Energy Assistance Program helps low-income people pay utility bills. Set aside a chunk of time and plenty of patience: it's difficult to find your way through the automated information system. It is possible to speak to a person Monday through Friday, 8 am to 4 pm, but the wait is very long.

DEP customer service representatives are available to answer your
questions about water metering and billing. You can also view
your water bill account information online by visiting the DEP
water metering and billing here.
To use this service, you must have your account number, which
can be found in the upper right-hand corner of your water bill.
If you did not request a water meter installation prior to June
30, 2000 and you received a surcharge bill, you will need to have
your water meter installed by your own licensed plumber under
DEP's Reimbursable Metering Program. DEP's web site provides information
on the program and how to obtain reimbursement.

If you've already complained to the phone, electric or gas company, and haven't resolved your problem, call the New York State Public Service Commission. Staff will also handle complaints about non-municipal water service and bills.
